Discussion on the Pros and Cons of Mandating Vaccine Passes

 Most people have completed the first and second rounds of the COVID-19 vaccine. However, although people have been vaccinated, there is no indication that COVID infections are decreasing rather, they are increasing. Accordingly, the government recommends a tertiary vaccination against COVID-19. If someone is not inoculated, their use of various amenities will be restricted, such as bars, karaoke rooms, indoor sports facilities, baths, PC rooms, sports stadiums, and party rooms.

Q. Please introduce yourself.


The Pro side: Hello, I'm Park Jung Hyun from the Department of Economics. 

The Con side: Hello, I'm Lee Juno from the Department of Economics 


Q. What do you think about mandating vaccine passes? 


 The Pro side: In my subjective opinion, the choice of the word mandated vaccine pass seems to have had a negative impact. I don't think this is coercion rather, I think it encourages you to keep your health safe. Also, I think it's natural that there will be restrictions on various amenities if you don't get vaccinated. If you don't complete the vaccination, of course there is no safety net for COVID-19, and even if you are vaccinated, you can still contract COVID. Nonetheless, I think it is reckless to engage in amenities and leisure activities in one space with people who have not been vaccinated. 

 The Con side: I think that the compulsory use of vaccine passes literally violates the right to leisure and convenience facilities that can normally be enjoyed by all people. Also, taking the first and second vaccinations as examples, many facilities were restricted and regulated at that time, but in the end, COVID-19 has not decreased, and we could find cases where people who were vaccinated suffered from major side effects and died. As a result, vaccination can cause abnormalities in the body for a day or two, and if the progress is poor, there may be abnormal health signals for a longer time. What’s more is that complete protection from COVID does not occur, so I think each individual should choose for themselves, but there should be no strong regulations.


Q. After the first and second vaccinations, the government is currently conducting the third vaccination, so please tell us your opinion on this. 


 The Pro sideThe first and second vaccinations have been completed, and now the third vaccination is recommended. Some object because it is inconvenient for those opposed to vaccines to be restricted from some facilities and actions, but the Constitution of the Republic of Korea allows some of the basic rights of the people to be restricted for social order or public welfare. The national disaster-related pandemic known as COVID is an unusual emergency situation, so I think it is an effective preventive measure to restrict behavior in order to control it. I think it is an efficient way to check vaccines directly for the purpose of protecting the safety of the country and society by forcing people to get vaccinated. Therefore, the indirect means of vaccine passes contributes to reducing the number of COVID-19 patients.

 The Con side: I think the principle of beneficial punishment should also be applied to vaccination. Cost-benefit analysis means comparing and determining the legal interests of conflicting basic rights. That is, the justification of the vaccine pass can be secured only when the benefits of vaccination are greater than the inconvenience caused by COVID-19. Despite the current vaccination rate of more than 80%, it can be seen that the number of COVID-19 confirmed cases is gradually increasing through various mutations and breakthrough infections. There are also doubts about the efficacy of vaccines in situations where severe patients and deaths are increasing. Usually, vaccines are developed after years through steady clinical trials for up to 10 years so that the side effects are insignificant. Therefore, I don't think it is right to mandate vaccines and violate human rights and physical freedom guaranteed under the constitution. 


Q. What if a new semester begins now and there are regulations on vaccine passes on campus? 


 The Pro side: Personally, I hope it will be introduced. Schools are small societies and are places where groups, not individuals, hang out. I think the most important thing in group life is a sense of community. Currently, the government has introduced vaccine passes at the recommendation of the state, and after school starts, anxiety increases due to one person who has not been vaccinated when many people take lectures in a small space, and there is a possibility that they may be infected with COVID. So, for a safe school life, I think that if we implement a vaccine pass on campus, we can live on campus in a situation where we are less anxious. 

 The Con sideOf course, if a vaccine pass is introduced on campus, anxiety from COVID infection can be reduced. However, if school activities are restricted just because someone hasn’t been vaccinated, I think this is discrimination since someone who pays the same tuition should have access to the same facilities. Nonetheless, I think it's important for everyone to wear masks because we all must participate in the lecture indoors, whether vaccinated or not. 


Q. What else would you like to add? 


 Pros and ConsIn the end, the final goal is to end COVID-19 as soon as possible and complete the on campus program and to stabilize the country. Currently, there are people both in favor of and against the vaccine pass policy introduced by the government, and accordingly, their respective positions and strengths and weaknesses exist. In the end,since the policy was created due to COVID-19, if we create a system that manages the virus and shows the people progress, the participation of the people will become more active.
